In a large frying pan over medium-high heat, cook ground beef and onions until the meat is no longer pink. Add garlic and cook for another two minutes. Drain the excess grease and return the mixture to the pan. Add taco seasoning and water, and cook until most of the liquid is absorbed.

In a medium pan, heat the refried beans over medium heat until hot.

In a shallow pan, heat vegetable oil over medium-high heat. Fry corn tortillas one by one until golden and hard on both sides. Place on a baking sheet lined with paper towels to absorb excess oil.

In a small bowl, combine half of the enchilada sauce with half of the hot sauce. Stir until evenly mixed.

Spread a layer of refried beans on one fried tortilla, followed by a layer of taco meat, and sprinkle with shredded cheese. Place a second tortilla on top. Spoon the sauce mixture over the top, sprinkle with additional cheese, and add diced tomatoes.

Cut the assembled pizza into 4 pieces and enjoy while hot.
