Cook beef, onion and peppers until meat is done. Drain fat.

Cook garlic 1 minute. Stir in flour and cook another minute.

Add sugar, mustard, worcestershire, salt, peppers, broth and ketchup. Mix well.

Cook uncovered on low about 30 minutes until thick.

Pour in serving dish, top with cheese and let it melt. Serve hot with chips or bread.
