Whisk milk and pudding until thick. Fold in Cool Whip.

Alternate graham crackers and pudding mixture in 9x13 pan. Top with crackers.

Melt chocolate frosting in microwave and pour over top.

Refrigerate 30 minutes until frosting sets, then cover and chill 8 hours.
