Line a 9x13 straight-sided baking pan with parchment paper, leaving overhang on sides for easy removal.

In 3-4 quart saucepan on medium heat, combine sugar, margarine, and evaporated milk. Stir constantly for 5-8 minutes until reaching hard boil.

Cook mixture exactly 5 minutes at hard boil while stirring constantly. Remove from heat.

Add chocolate chips to hot sugar mixture and stir until melted and smooth.

Add marshmallow cream and vanilla. Stir until smooth with no marshmallow streaks. Stir in walnuts.

Pour into prepared pan and spread evenly. Let cool completely before removing and cutting into 1-inch squares.
