Preheat oven to 350 degrees. Line baking sheet with parchment paper.

Beat cocoa powder, sugars and oil for 2 minutes in mixer with paddle attachment.

Mix in eggs and vanilla until incorporated, scraping bowl as needed.

Mix in flour, salt and baking powder until just combined.

Cover dough and chill several hours or freeze 30-60 minutes.

Roll 1 1/2 tablespoon portions into balls, then roll in powdered sugar.

Bake for 10 minutes.

Cool few minutes on sheet then transfer to cooling rack.
